Does Halifax have to grow 'up?'

I just read a CBC article entitled Halifax needs tall buildings to attract more business: development agency exec.

There are obviously two sides to the story: the business group wants to go higher to attract business while heritage groups don't want Citadel Hill's view blocked or for the city's downtown to lose all of its historic characteristics.

The business associations representative Stephen Lund is quoted as saying "If we don't do anything, then it's probably going to be game over" and that "(Companies) want to be downtown. They want to be in a cluster where their competitors are."

Meanwhile according to the CBC article "Heritage groups argue that the proposed rules are already flexible enough to allow development and there is already a considerable amount of vacant space in existing buildings."
