I may be wrong, but I am pretty sure this is part of the dredging process that allows Courtney Bay to be utilized by ships. Or fishing, if our comment leaving friend is correct.

It's sampling for the environmental assessment related to the Potash terminal road being put in Courtenay Bay off the Causeway.
