Mayor suggests that City Hall spending cash on police station sign of good economic conditions

I don’t think the end is nigh for Saint John.  There was a lot of momentum and good projects on the go long before Irving Oil proposed a second refinery (then shelved it) and long before they proposed a new headquarters (then scrapped it).

That said I have to question this logic:

Even though the second oil refinery in Mispec and Irving Oil's world headquarters at Long Wharf won't be built, the Mayor tells CHSJ News, there are other projects in the works. He points to the Justice Complex on Hazen Avenue, the new police headquarters and parking garage as part of the Peel Plaza development.

The mayor suggests that the city has momentum because we’re spending money on a police station and parking garage.  That’s like saying: “I don’t have money problems, look I just spent a bunch of cash at VLTs, that proves I’m well off.”

He also mentioned word soon on Coast Guard site. $50 million dollar Justice building and $60 million dollar one mile overpass are keeping things going. There's also Rocca's condos which should start soon.Let's get Peel Plaza built.

I really don't think people realize how inadequate the court house & police station is now...that said, we don't need a mansion on the hill to do police work!

Don't forget that the Irving's are still interested in developing the 2nd. oil refinery site. They are still going ahead with the feasibility study, because they still have plans for a wind farm, liquid gas power generator and two multi-billion dollar chemical plants! As far as the 2nd. refinery goes, I wouldn't be surprised at all if it is restarted pending higher oil prices in the future.
