KV merger or amalgamation

The Telegraph Journal is running a series about a potential amalgamation of Quispamsis and Rothesay.  The first article discusses the 2008 Jean-Guy Finn report on the Future of Local Governance and the 1997 A Community of Communities report.

Skip Cormier, author of the 1997 report, explains that if smaller municipalities become one, decision making could be more efficient.
