Stakeholders

I am doing some research on stakeholders in urban planning. Specifically I plan on putting together a list of who should be consulted on infill housing guidelines and what stakeholders should be included as stakeholders in potential guidelines. I also want to be able to provide solid justifications for inclusions.

Any suggestions are appreciated. It would be great if anyone wants to leave suggestions as comments.
