Would a model where potential developers announce that they wish to develop a parcel of land and want to discuss the potential for the site before they proceed to create plans for a site work?
Some basic questions that relate to this are:
When should a developer involve the neighbours?
What say in a projects should be had by neighbours?
What balance should be struck between neighbourhood wants and development needs?

The neighbours should be involved to some extent, but only to a certain point. After all, although they live near the land, they don't own it.
