Bike racks should be placed in prominent locations at building entrances so they get the security and watchful eyes of public and also to serve as a reminder to ride your bike next time. All to often, bike racks are fit in as an afterthought and placed in a dimly lit area off to the side exactly like this. At least they have provided them here though so they get 1 point for that ;)
