Justice Complex – Poured concrete

Interestingly, there was concrete being poured on the site of the Justice Complex.  It doesn’t seem that its time for the foundation to be poured.

The concrete looks to be too rudimentary to be building footings. It could simply be that the contractor reached the desired level of the footings but found that the rock was unsuitable for casting, chipped out the bad stuff, and a leveling compound used to bring the grades to the desired height. Alternately, it could be the beginnings of easy, level surface for building footing formwork, either for the building or maybe a tower crane. Its too early to tell the final purpose, but is not unusual to see concrete at this stage.
