Halloween Test

I heard on the CBC today an interesting set of tests to analyze a neighbourhood's density and walkability. One, the Halloween Test, asks whether or not kids can have an efficient night of trick or treating in a neighbourhood. If kids flock there, due to a high amount of houses to a small amount of walking, then the neighbourhood passes the test and is walkable.
The second test discussed was the ice cream test. Basically is a neighbour could leave their home and walk with an ice-cream to local services without it melting (or being completely eaten), the neighbourhood is walkable.
If anyone knows who the guest talking about this was, I would like to read more about his ideas.
