Winter windows in a heritage area

Efficiency NB should give a stern talking to those in charge of the Saint John Heritage bylaw. I was speaking with an uptown business owner today who has opted to not install storm windows to conserve energy and save on heating costs because of the hassle of installing windows in his heritage property. The owner suggested that installing the type of windows needed to meet heritage standards would cost too much and require more maintenance than normal storm windows.

In a time when conservation is so important, our city has to consider letting owners renovate to make buildings efficient even if that means heritage architecture is altered to do this.
