Use of public buildings

An article from September 10th's Toronto Star entitled Citizens: Take back Main Street (article) talks about Glen Murray (former Mayor of Winnipeg) and his views about urban planning.
A very interesting point made in the article is that public buildings can be built in locations that might not be the most attractive commercially. By considering more than current foot traffic and ideal parking and the accounting costs.
By putting public buildings that draw foot traffic in the city core, Murray argues, people are encouraged to be in the area, creating more desirable conditions for businesses to start up in the area.
